The Consultation period for the HSE’s proposals on Working at Height ended on 2nd April. HSE is now considering the 700 or so responses received. Proposals for final regulations will be put to the Health and Safety Commission for consideration in soon. If agreed these regulations would then go to Ministers in the Department of Work and Pensions before being laid before Parliament. The Regulations are not likely to come into force until the end of the year.
Respondents to the Consultation exercise have asked many questions about the draft proposals and where we are able to we want to provide reassurance or explanation on these. This page will provide updates on some of these as the final proposals are developed.

The newest fall arrester UNIVERSAL II lives up to its name. The new, patented fall arrester UNIVERSAL II has been engineered in order to revolutionise its kind. UNIVERSAL II can be inserted or removed at any point along the guide rail. Compared to traditional devices, this has the advantage that it can work without entry or exit devices or recesses. The UNIVERSAL II can be used:

On equipment with restricted access in order to avoid unauthorised access,

When entry or exit height is uncertain, e.g.,

varying level of water at oil rigs

varying level of snow at ski lifts, energy masts, etc.

different exit levels on high shelves in warehouses etc.

On equipment where access to the guide rail should be possible at any point, e.g.,in case of danger, in lift shaft or wind energy turbines

Whenever a rescuer needs to pass an injured person on the guide rail during an emergency

Safety at Height have installed a GlideLoc Fall Protection System onto a 1MW tidal stream device destined for Strangford Lough in Northern Ireland.

The groundbreaking project by UK company Marine Current Turbines, will be the world’s first commercial scale tidal stream energy scheme connected to an electricity network. The twin-turbine device, known as ‘SeaGen’, will have the capacity to generate clean and sustainable electricity for approximately 800 homes in the Portaferry and Strangford areas.

Tidal stream devices work, in principal, much like submerged windmills, but driven by flowing water rather than air. They can be installed in the sea at places with high tidal current velocities, or in places with fast enough continuous ocean currents, to take out energy from these huge volumes of flowing water.

The GlideLoc Fall Protection System will provide safe and controlled means of access for MCT staff working in areas where fall risks exist. A shock absorbing travelling device runs along the GlideLoc rail providing a strong and secure link between the users harness and the system.

Edward Richards, Marine Current Turbines, said: ‘The GlideLoc system was the only one that could fulfil our needs. We need to have safe and secure access from whatever level the tide is at through to the full height of the ‘SeaGen’ turbine.

The Hull Tidal Surge Barrier was built in 1980 at the confluence of the River Hull and the Humber Estuary and successfully protects over 10,000 properties from flooding. The Environment Agency has been carrying out regular refurbishment and maintenance of the 202 tonne steel barrier since 1996.

Amco Engineering has been contracted by the Agency to carry out vital maintenance work to the lighting system which controls the shipping traffic. Because the area around the lights is also accessible to the general public, it is crucial that workers have safe, secure and controlled access at all times.

Amco chose Safety at Height Limited to supply the PivotLoc Fall Protection Ladder System.

The unique design of PivotLoc provides a safe and secure solution which enables the ladders to be locked away in a closed position when not in use.

Jeff Curtis of Amco said: ‘The PivotLoc Ladder System provides the ideal solution in that when the ladders are locked away they cannot be seen by the general public. When the ladders are opened they ensure that our employees are protected in compliance with the Working at Height Regulations 2005’.

Safety at Height working closely with specialist installers HRS Services have provided an integral fall arrest PivotLoc ladder system to a prestigious new office building in Central Manchester.

PivotLoc is a foldable ladder system with incorporated GlideLoc fall protection rail which offers a cost effective and safe solution. With its unique and award winning design, the ladder can be closed when not in use thus preventing unauthorised access.

PivotLoc not only provided a discrete and secure solution but the system also fitted in perfectly with the aesthetic appearance of the building.

Project Architect, Albert Sutton commented: ‘What we wanted was a safe means of access to the upper roof area by positioning abseil rails that did not detract from the appearance of the façade. The PivotLoc ladders fulfilled this requirement as they fully close and lock when not in use’.

Andy Russell, Managing Director of main contractor, Russell Construction added: ‘This is the first time we have used PivotLoc. It offered a neat, safe and discreet solution for our client The Building Alliance Group’.
